HMRC Launches New Digital PAYE Service for 35 Million Taxpayers

From 21 July 2025, millions of UK workers will gain more direct control over their tax matters as the government launches a new online Pay As You Earn (PAYE) platform. The system, aimed at roughly 35 million taxpayers, is part of HM Revenue and Customs’ (HMRC) drive to modernise and simplify the UK’s tax and customs processes.

Accessible through either the HMRC app or an individual’s Personal Tax Account, the new service will allow PAYE taxpayers to review and update their income details, tax allowances, reliefs, and expenses quickly and easily.

The launch coincides with HMRC’s publication of its Transformation Roadmap, which outlines a vision to become a “digital-first” organisation by 2030. The plan includes over 50 initiatives, projects and service upgrades designed to streamline tax administration, improve customer experience, and enhance revenue collection to support public services.

Key elements of the roadmap include expanding automation, integrating artificial intelligence technologies and offering new self-service tools across multiple tax regimes. HMRC also plans to work more closely with businesses, agents, and intermediaries to make interactions faster and more efficient.

As part of the shift to digital communication, HMRC expects to save around £50 million annually—enough to fund nearly 1,500 full-time nurses—by replacing most letters and reminders with electronic notifications by the 2028–29 tax year. Paper correspondence will still be available for essential communications and for individuals who are unable to use digital services.
