Companies House Commences Formal Identity Verification

8 April 2025 marks the launch of a new identity verification service, enabling individuals to confirm their identity directly with Companies House via GOV.UK One Login. Alternatively, identity verification can also be completed through an Authorised Corporate Service Provider (ACSP).

This new process forms part of a wider reform introduced by the Economic Crime and Corporate Transparency Act 2023 — a major piece of legislation granting Companies House expanded powers to help combat economic crime and support the UK’s economic growth.

Identity verification will increase confidence in who is forming, running, owning, and controlling companies in the UK. Whether completed directly with Companies House or via an ACSP, the same level of verification assurance will apply.

Louise Smyth CBE, Chief Executive of Companies House, said:

“Identity verification will play a key role in enhancing the accuracy and reliability of our data and in tackling misuse of the register.

We encourage directors, people with significant control (PSCs), and those submitting filings to verify their identity during this voluntary phase to save time later.”

Identity verification is expected to become mandatory from autumn 2025. To minimise disruption, existing directors will be able to complete the process as part of their company’s confirmation statement.

Justin Madders MP, Minister for Employment Rights, Competition and Markets, said:

“At a time when economic crime is far too common, this is a significant step forward in preventing online identity theft. Today’s launch brings us closer to making identity verification a requirement for those forming and running companies on the register.

This change benefits businesses, lenders, and consumers by increasing transparency and certainty.”

Feryal Clark MP, Minister for AI and Digital Government, added:

“Trust and transparency are essential in the digital age. Today’s announcement is a major step forward. Using GOV.UK One Login to verify identity will make doing business easier and more secure – protecting entrepreneurs, consumers, and the wider economy from fraud.

Embracing digital identity checks means less red tape and stronger protections – a win for business, transparency, and economic growth.”

Shevaun Haviland, Director General of the British Chambers of Commerce, said:

“These new security measures will be welcomed by genuine businesses. Preventing fraudsters from posing as legitimate companies helps protect reputations and build trust.”

Thom Townsend, Executive Director of Open Ownership, stated:

“We welcome identity verification at Companies House. It will improve the accuracy and reliability of the register and help the UK meet international standards.”

Ben Cowdock, Senior Investigations Lead at Transparency International, commented:

“ID checks will make it harder for criminals to use false identities. Knowing who really owns and controls companies is a vital step in preventing money laundering and enhancing trust in the business environment.”

Glenn Collins, Head of Technical and Strategic Engagement at ACCA, said:

“We support efforts to improve the integrity of the register. While businesses and agents will need time to adjust, our members will be key in helping companies navigate the new requirements.”

Patrick Walsh, Chair of the Business Information Providers Association (BIPA), said:

“BIPA supports the launch of these important verification measures under the new Act. Strong identity checks will deter fraud and strengthen confidence in Companies House’s role as a source of trustworthy business data.”

The Law Society of England and Wales Company Law Committee added:

“We’ve worked closely with Companies House on the new identity verification procedures. A phased introduction gives businesses the chance to complete checks for directors, members, and PSCs in advance, helping ensure a smoother transition.”
